What is Gaimen Kirikae?

Gaimen Kirikae is the process of converting a driving licence issued outside Japan into a Japanese driving licence through the prefectural police driving licence center.

Common eligibility conditions

  • Your foreign driving licence must still be valid.
  • You must generally prove that you stayed in the issuing country for at least three months after obtaining the licence.

Whether knowledge and driving-skill checks are required depends on the country or region that issued your licence.

How to Apply for Gaimen Kirikae

  1. 1Check eligibility, exemptions, and appointment rules with your local driving licence center.
  2. 2Obtain an accepted Japanese translation and prepare the required identity, residence, licence, and travel-history documents.
  3. 3Reserve an appointment where required and complete document screening.
  4. 4Take the knowledge and driving-skill checks when they apply to you.
  5. 5Complete the licence issuance process after passing all required checks.

Tokyo officially publishes the 50-question format and 45-question pass mark, but does not publish the Fuchu time limit. Our 30-minute timer is a realistic practice setting based on recent reports. The additional one-minute app grace period is only a convenience in this app.
